Jon brings a wealth of technical and management expertise to his role as Horizons CEO. His experience over the last 20+ years in consulting includes a broad range of projects that have included both civil engineering and hydrogeology.

Jon has had extensive involvement in managing and completing municipal water supply and wastewater projects for rural communities in northern New England.  Many of these projects have included siting and permitting municipal water supply wells and wastewater discharge systems.  Jon is well versed in municipal infrastructure preliminary engineering and over the past 10 years has assisted clients in obtaining more than $20M in grant and low interest loan funding for infrastructure projects. 

In addition to his municipal experience, Jon has participated in planning, design, and permitting efforts for several large multi-disciplinary ski and multi-season resort projects that have required expertise in a range of disciplines.   His work has included numerous successful snowmaking withdrawal permitting efforts, snow melt analyses, groundwater withdrawal permitting, water, wastewater, and surface infrastructure system master planning and design, Federal, State and local permitting, and many other aspects of resort development.

Finally, Jon also has been involved with many complex contaminated site assessment and cleanup activities.  These have included investigation remediation of sites contaminated with gasoline, No. 2 fuel oil, bunker oil, metals, chlorinated solvents, asbestos, and solid waste.  These have included coordinating and permitting demolition and remediation efforts for several large industrial facilities.

When not at work Jon can often be found pursuing outdoor activities with his family.  His interests include mountain biking, kayaking, hiking, skiing, and fishing.  He is also an avid hobby welder/fabricator, machinist, and off-road motorsports enthusiast.

Andy was Horizons’ first land surveyor employee when he joined the firm in 2006, and soon after became involved in the management and a principal of the firm.  He has an extensive career in the surveying, engineering, and land development industries in northern New England and has completed projects in seven states.

A licensed surveyor in Maine, New Hampshire, and Vermont, Andy has completed thousands of surveys throughout the region.  He was trained in the fundamentals of Colonial State boundary surveying in York County, Maine, which has the country’s oldest and most complete land records dating to the 1600s.  He has extensive knowledge of how land boundaries are created, the legal principles of land ownership and associated rights and encumbrances, as well as evidence and procedures of boundary retracement.

Andy has assisted numerous private, municipal and institutional clients in land acquisition, due diligence, subdivision, development and permitting of projects ranging from small residential subdivisions to multi-faceted residential and commercial resort developments.  He is very experienced in completing ALTA/NSPS Land Title Surveys and assisting clients with meeting the needs of lenders and other interested parties in the financing of large commercial projects.  Andy works well with attorneys and title examiners and understands how to put the client’s interests first when it comes to land ownership.

Having worked extensively in the utility industry, Andy has completed projects for wind farms, solar arrays, electrical and gas transmission lines and stations, water, sewer and street improvements, cell towers and electric car charging stations. He also has a unique experience as an airport consultant and understands the funding, management, and development of general aviation airports.

Andy and his wife Jeanne live in a historic home on his family’s former dairy farm. They are parents of a large musical family that enjoys activities such as horseback riding, hunting, and shooting. performing music and traditional family dinners.

Will joined Horizons in 2013 after an eleven-year career as a civil engineer in Wisconsin and New England. He is a licensed professional engineer and Leadership in Energy and Environmental Design Accredited, Professional. Will is a seasoned project manager with experience in site development, municipal infrastructure improvement, transportation design, and construction services. His design skills include stream crossings, stormwater management, wastewater collection systems, on-site wastewater disposal systems, water distribution systems, road and pedestrian infrastructure, and wilderness trails. Will is committed to quality engineering design with a focus on client satisfaction.

Cathy is a licensed professional engineer and a licensed designer of subsurface disposal systems. She joined the Horizon’s team in 2018 and brings with her a wealth of municipal knowledge helping communities develop fundable infrastructure projects from concept to implementation.  Cathy understands the challenges a small municipality faces having served as the Public Works Director in Littleton managing the Highway, Sewer, and Solid Waste Departments. Her project management and problem-solving skills help clients find the solution and design that is right for them.

James graduated from the University of New Hampshire with a B.S. in Civil Engineering in 1980. He has been associated with White Mountain Survey & Engineering, Inc., Horizons Engineering's newest acquisition, since its founding. After working in the Boston and Connecticut area for several years, he returned to White Mountain Survey & Engineering in 1985. He is a Licensed Land Surveyor in New Hampshire and Maine and a Professional Engineer in New Hampshire, Maine, and Vermont. He is directly responsible for the day-to-day operation of this new division as well the preparation of all project proposals.

With over thirty years of experience in engineering and surveying, Nate has worked primarily in Vermont on projects throughout the state for private, municipal and commercial clients. His broad experience makes him well-suited for multi-faceted surveying and engineering projects. Nate has experience in the survey, design, and construction of municipal and private pedestrian facilities including infrastructure, sidewalk, multi-modal, and right-of-way related projects. One of Mike’s greatest assets is his experience from over 30 years in the civil engineering field. He has worked in a great variety of roles including construction observer, designer, project manager, office manager, and currently as construction services manager. His work experience is extensive, and even includes a recent mountain bike trail project for a local ski area. Valerie has been working in the environmental engineering field for eleven years and has been the Environmental Department Manager since 2015. She has gained valuable hands-on experience with groundwater management projects, environmental due diligence projects, and contaminated site remediation. She has completed contaminated site investigations, groundwater quality assessments and initial response actions at sites impacted with petroleum products, solvents, heavy metals, and solid waste. Valerie has been involved with several due diligence projects including the completion of Phase I and Phase II Environmental Site Assessments and environmental report reviews for various commercial and private clients throughout New Hampshire, Maine, Vermont, and Massachusetts.

Originally from Massachusetts, Sharon has spent most of her adult life in the Hopkinton, NH area. Her prior experience includes roles such as Treasurer of the Contoocook Water Department in Contoocook, NH and On-Site Accountant for the Steeplegate Mall in Concord, NH. Sharon is an integral part of the Horizons team, serving as the Financial Manager since the company was established in 2004. With an extensive background in accounting, she possesses a detailed and in-depth knowledge of all things financial. As the company has grown, so has her role, and she now oversees the Accounting Department.
